NOTICE TO BIDDER
Sealed bids for the HARTSDALE PUBLIC PARKING DISTRICT REPAIR AND PREVENTIVE MAINTENACE PROJECT – SITE “A” AND SITE “F” – HARTSDALE RAILROAD STATION will be received by the Hartsdale Public Parking District at the SITE “A” office located just off East Hartsdale Avenue or bids can be mailed to the Hartsdale Public Parking District, 234 E. Hartsdale Avenue, Hartsdale, New York 10530 by Monday, April 30, 2018 at 12:00 p.m.SEALED ENVELOPE MUST BE MARKED “BID PROPOSAL - HARTSDALE PUBLIC PARKING DISTRICT REPAIR AND PREVENTIVE MAINTENACE PROJECT – SITE “A” AND SITE “F” – HARTSDALE RAILROAD STATION –Monday, April 30, 2018.
In Site “A” the project will require the Contractor to complete concrete slab repairs, overhead concrete repairs, remove and replace expansion joints, drainage structures, traffic bearing membrane, masonry repairs, repair and replace steel beams and other miscellaneous items as specified in the bid documents. The Contractor will be required to provide for the maintenance and protection of traffic during construction and site restoration.
In Site “F” the project will require the Contractor to complete concrete slab repairs, overhead concrete repairs, remove and replace expansion joints, drainage structures, traffic bearing membrane and other miscellaneous items as specified in the bid documents. The Contractor will be required to provide for the maintenance and protection of traffic during construction and site restoration.
Bid Documents and Drawings will be forwarded to all Contractors upon email requests to firstname.lastname@example.org. All documents and drawings will be provided for a non-refundable handling fee of $50.00. Fee is payable by check only. Please make check payable to the "Hartsdale Public Parking District". Checks can be either hand delivered to 234 E Hartsdale Avenue or sent via certified mail. Upon receipt of the handling fee all documents and drawings will be provided via email. Bidders are required to attend a MANDATORY Pre-Bid meeting which will be held at 10:00AM on Tuesday, April 17, 2018 at the Site A Parking Garage located at 234 E Hartsdale Avenue, Hartsdale NY 10530.
This contract will be awarded to the lowest responsible bidder pursuant to the provisions of the General Municipal Law. The HARTSDALE PUBLIC PARKING DISTRICT further reserves the right to determine qualifications, experience, organization, finances, past performance and other applicable factors.
The HARTSDALE PUBLIC PARKING DISTRICT further reserves the right to reject any and all bids. Each Bid must be submitted with the documents, intact, on the authorized form(s), and be accompanied by the Bid Bond and Consent of Surety, Page B-3, attached to the outside of the sealed bid. Failure to submit in this manner will cause the bid to be rejected. The successful bidder will be required to furnish a Performance Bond. Bids must be addressed to the HARTSDALE PUBLIC PARKING DISTRICT and marked on the sealed envelope “BID PROPOSAL HARTSDALE PUBLIC PARKING DISTRICT REPAIR AND PREVENTIVE MAINTENACE PROJECT – SITE “A” AND SITE “F” – HARTSDALE RAILROAD STATION, Monday, April 30, 2018”.
The Contractor will provide all work, labor, material and equipment for the completion of the “HARTSDALE PUBLIC PARKING DISTRICT REPAIR AND PREVENTIVE MAINTENACE PROJECT – SITE “A” AND SITE “F” – HARTSDALE RAILROAD STATION” in accordance with the Bid Proposal, Special Conditions and Technical Specifications prepared by the Engineer for the Hartsdale Public Parking District.
ALL WORK MUST BE COMPLETED BY AUGUST 15, 2018
The Board of Commissioners (the "Board") of the Hartsdale Public Parking District (the "HPPD") issues the following response to the documents recently released by the Edgemont Incorporation Committee (“EIC”) regarding the impacts that the proposed incorporation of Edgemont would allegedly have on the HPPD and its customers, including residents of any future Village of Edgemont, should such a village be created. Specifically, the Board is responding to the memorandum by an attorney in the Baltimore office of a national law firm; a document summarizing the findings in this memorandum by Pace Law School Professor and Edgemont resident Emily Waldman; and a webpage entitled “Parking Q&A” published by the EIC on their website.
Since the EIC began its recent efforts to incorporate a Village of Edgemont, the Board has been careful not to comment publicly on these efforts or their potential impacts on the HPPD, since the Board feels strongly that it should not make any public statements that could have an impact on or influence the results of any vote regarding such proposed incorporation. However, after consulting with its attorneys, the Board feels it has no choice but to disseminate this brief statement in response to the documents released by the EIC.
The Board and its attorneys do not agree with many of the underlying assumptions and conclusions set forth in the memorandum and summary posted by the EIC, but also do not believe a public "battle of memos" is in anyone's interest. Having said that, the Board will gladly work with the leadership of the Village of Edgemont, if the incorporation efforts are successful, to reach an equitable and fair solution to the provision of parking permits to the residents of the Village.
